Can you make a annomous report to CPS?

Our neighbours are pieces of work...we live ruraly off grid..but they live in a large tent..they have 4 out of control dogs, and a 10 month old that looks like a newborn :(..this poor baby is barley 10lbs...10 months old, has one tooth growing in crooked...and no hair...her father takes a lot of prescription medication..that her mother takes as well...they called my friend one day too babysit because the mother took to many pills and couldn't relax...I want to report them..but I'm afraid I will have to get too involved...
